Phillip has been a United Association member since 24 September 1991. He is the
Chairman of all Negotiating Committees within Local 26's jurisdiction. He was
elected to the position of Business Manager in December 2007 and was previously
the Business Agent for the Longview area. He is a Steamfitter by trade and
served his apprenticeship through Local 82.
As Business Manager/Financial Secretary he has control over the daily affairs
and business operations of the Local Union, protecting the trade jurisidction of
the United Association in the plumbing and pipefitting industry.
